April 6, 1974; January 8, 1974; Senatorial members of the Legislative Black Caucus voted against the governor's scholarship reform bill with the exception of Sen. Verda Welcome, D-4th.; The Maryland General Assembly convened for the last 40 days session before the 1974 General Election.
